From the early 19th century through the 1940s, almost all premium paints sold in this country were heavily leaded. Lead paint was not banned by the federal government until 1978. Paint manufacturers began to phase out the use of lead as early as 1950. This means that a building constructed prior to 1978 may or may not have lead-based paint, while a building constructed prior to 1950 is probably loaded with it.
The only way to be certain is to have it tested.
